'Swim and Survive' is a nationally recognised swimming and water safety program that builds the lifelong skills and confidence that will enable all Victorians to safely enjoy the water.

Infants and Toddlers

Swim and Survive: Infants and Toddlers (6 months–3 years)
This stage focuses on water familiarisation, enjoyment, and basic aquatic skills needed before independent swimming.

Program Features

  • For children aged 6 months to 3 years
  • Parent/carer joins in the water
  • Learning through play and movement

Children Will Learn To:

  • Safely enter and exit the water
  • Float on front and back
  • Rotate and move using arms and legs
  • Glide, submerge, and prepare for breathing
  • Follow safety rules and engage socially

Inclusion and Participation
All children, regardless of ability, are welcome. Learning is at each child’s pace, with support from teachers and carers.

Parent/Carer Role
Active in-water participation is vital. It supports safety, boosts confidence, and enhances learning—so get involved and get wet!

Preschool

Swim and Survive: Preschool (3–5 years)
This stage builds confidence and key swimming skills through independent participation in small, supportive classes.

Program Features

  • Ages 3–5
  • Child participates independently
  • Focus on movement, safety and early swimming strokes
  • Transition option for less confident children

Children Will Learn To:

  • Enter and exit water safely
  • Float, recover and move independently
  • Glide, kick, and begin strokes
  • Submerge, breathe, and develop survival skills
  • Understand water safety and how to get help

Inclusion and Confidence
All children are welcome to learn at their own pace. The goal is to build confidence, mobility, and have fun.

Parent/Carer Role
Parents cheer from the sidelines—your encouragement is key to your child’s progress and enjoyment.
Not quite ready? A transition level with parent involvement is available until children gain confidence.

 

Primary School

Swim and Survive: Primary (5–12 years)
Designed to strengthen foundation skills, build new abilities, and prepare children for real-life aquatic situations—while having fun and making friends.

Program Features

  • Ages 5–12
  • Strong focus on water safety, survival, and lifesaving
  • Active, scenario-based learning
  • Progresses through levels to meet National Benchmarks

Children Will Learn To:

  • Enter and exit various aquatic environments
  • Float, rotate and orient in water
  • Use survival and rescue techniques
  • Swim and perform strokes for distance and safety
  • Identify hazards and respond to emergencies, including resuscitation basics
  • Understand personal limits and how to seek help

Inclusive and Skill-Based Progression
Children learn at their own pace and consolidate skills before moving forward. All are encouraged to reach their full potential.

National Framework Alignment
The program aligns with the National Swimming and Water Safety Framework and supports children to meet and exceed national benchmarks.

Teenagers and Beyond

Lifesaving Pathways: Teenagers and Beyond
Whether learning to swim, gaining safety knowledge, or pursuing a career, our pathways offer opportunities for all abilities and goals—building a lifetime connection with water.

Programs Available

  • Lifesaving awards (e.g. Bronze Star, Bronze Medallion)
  • Lifesaving sport
  • First aid and resuscitation courses
  • Training for teaching, coaching, and lifeguarding

National Benchmark (Age 17 Goal)
By 17, all Australians should be able to:

  • Make safe decisions around water
  • Float, scull, or tread water for 5 mins
  • Swim 400m continuously
  • Signal for help and assist others
  • Rescue, search, and provide basic first aid
  • Perform survival sequences in challenging conditions

Late Starters Welcome
It’s never too late. Teens with little experience can still join and learn vital skills for safety and confidence in and around water.
