SwimSafe is an evidence-based public education campaign developed following Coronial recommendations to improve safety outcomes for vulnerable patrons at Victorian public aquatic facilities. 

The campaign targets adults who may be weak or non-swimmers, people from multicultural communities, and/or individuals with pre-existing medical conditions or disability. The campaign aims to raise awareness of aquatic related risks and empowers staff and patrons to safely enjoy aquatic facilities.

SwimSafe Policies

All SwimSafe campaign messaging is built around five clear, simple and memorable safety tips for the target audiences:

  1. Read the safety signs
  2. Enter feet first
  3. Stay within your safe depth
  4. Swim with a friend
  5. Put your hand up for help

These five tips are communicated via a combination of safety signage, staff engagement, and communication materials displayed and distributed at key locations within accredited facilities.

SwimSafe Members Portal

The SwimSafe members portal provides registered aquatic facilities with access to the full suite of campaign implementation tools and support materials.

Facilities can log in to:

  • Access the latest campaign artwork, signage, and digital assets
  • Download operational guidelines and staff training resources
  • View accreditation requirements and reporting templates
  • Stay updated with campaign information and best practice guides

Why was the SwimSafe campaign developed?

The SwimSafe campaign was developed in response to coronial recommendations following drowning deaths and non-fatal incidents in Victorian public pools. These recommendations emphasised the need for:

  • Better communication with patrons at risk of drowning
  • Encouragement for patrons to inform staff of their vulnerabilities
  • Clear and visible signage supporting safe behaviour

SwimSafe was created as a proactive solution to reduce risk and improve awareness, especially among multicultural communities, those with pre-existing health conditions. older adults and non/weak swimmers.

Who are vulnerable patrons?

Vulnerable patrons are individuals at a statistically greater risk of drowning at Victorian aquatic facilities. This includes:

  • Weak or non-swimmers
  • People from multicultural communities
  • Adults with pre-existing medical conditions or disabilities
  • Older adults with mobility or health challenges/concerns
What does the research say about these risks?

A 10-year analysis of drowning incidents at Australian aquatic facilities found:

  • 28% of victims were born overseas
  • 61% had a pre-existing medical condition
  • $4.2 million is the estimated cost of a single drowning death
  • Lifeguards may supervise large groups but cannot actively supervise every individual at all times

These findings highlight the need for public education, clear signage, and personal responsibility - especially for vulnerable patrons.

What should I expect to see in a SwimSafe-accredited facility?

SwimSafe accredited facilities display clear, consistent safety messaging and provide resources to support vulnerable patrons safely enjoy aquatic facilities. These include:

  • Pull-up banners and A-frames at key entry points
  • Posters and brochures featuring the five (5) SwimSafe tips
  • Communication materials positioned in target entry locations, changing areas and aquatic spaces
  • Signage displayed near known high-risk locations such as deep-water 

These campaign materials are designed to start and support communication to patrons, encourage conversations between staff and patrons and articulate expected safety behaviours.

Where should SwimSafe materials be displayed?

SwimSafe materials should be prominently displayed at or near:

  • Facility entrances and reception areas
  • Entry and exit points of changerooms
  • Pathways leading to pools
  • Deep water areas and high-risk zones
  • Locations where patrons naturally gather or queue

Strategic placement ensures the messaging is noticed and absorbed before patrons enter the water.

How does SwimSafe align with the industry guidelines?

SwimSafe supports several requirements in the Guidelines for Safe Pool Operations, including:

  • Encouraging patrons to self-identify as non-swimmers or weak swimmers, or otherwise requiring assistance
  • Use of evidence-based-signage and communication materials at key locations throughout the aquatic facility
  • Development, application and review of policies, procedures and staff training supporting vulnerable swimmer
  • Implementation of risk treatment activities including supervision, activity zoning and community education
Can my facility become WAW accredited?

All aquatic facilities with Pool Lifeguards can register to join the SwimSafe campaign. On registration they will receive access to campaign communication resources, training materials, and implementation and ongoing support tools. Campaign accreditation is reliant on adherence to the mandatory campaign requirements and ongoing implementation.
